United States Strategic Command
U.S. Strategic Command is one of nine unified Combatant Commands of the Department of Defense. Including components, the Command employs more than 2,500 people, representing all four Services, Department of Defense civilians and contractors, who oversee the Command's operationally focused global strategic mission.
A functional combatant command with trans-regional areas of responsibility, USSTRATCOM has evolved from a narrow focus on nuclear warplanning to an integrated portfolio of dynamic strategic capabilities to successfully redefine global deterrence and confront the full range of national security challenges with timely, effective and precision effects.
In addition to the command's legacy responsibilities associated with operational control of U.S. nuclear forces, USSTRATCOM is assigned the following eight distinct global missions: Strategic Deterrence; Space Operations; Information Operations; Integrated Missile Defense; Global Command and Control; Intelligence, Surveillance and Reconnaissance; Global Strike and Combating Weapons of Mass Destruction.
While the USSTRATCOM headquarters, located at Offutt Air Force Base, NE., focuses primarily on command and control, strategic-level integration and advocacy for these missions, day-to-day planning and execution for the primary mission areas is performed by five Joint Functional Component Commands (JFCCs) and three other functional components.
These JFCCs leverage the expertise and operational capabilities in existing organizations to support all Combatant Commands, making maximum use of all resources against emerging threats. Today, USSTRATCOM JFCCs and functional components include:
JFCC-Global Strike and Integration (GSI), Offutt Air Force Base, NE -- Optimizes planning, integration, execution and force management of assigned missions of deterring attacks against the U.S., its territories, possessions and bases, and should deterrence fail, by employing appropriate forces.
JFCC-Integrated Missile Defense (IMD), Peterson Air Force Base, CO -- Develops desired characteristics and capabilities for global missile defense operations and support for missile defense. Plans, integrates and coordinates global missile defense operations and support (sea, land, air and space-based) for missile defense.
JFCC-Intelligence, Surveillance and Reconnaissance (ISR), Bolling Air Force Base, Washington, DC -- Plans, integrates and coordinates intelligence, surveillance and reconnaissance in support of strategic and global operations and strategic deterrence. Tasks and coordinates ISR capabilities in support of global strike, missile defense and associated planning.
JFCC-Space (SPACE), Vandenberg Air Force Base, CA -- Optimizes planning, execution, and force management, as directed by the commander of USSTRATCOM, of the assigned missions of coordinating, planning, and conducting space operations.
JFCC-Network Warfare (NW), Fort Meade, MD -- Facilitates cooperative engagement with other national entities in computer network defense and network warfare as part of global information operations.
Joint Information Operations Warfare Command (JIOWC), Lackland Air Force Base, TX -- Plans, integrates, and synchronizes Information Operations (IO) in direct support of Joint Force Commanders and serves as the USSTRATCOM lead for enhancing IO across DoD.
Joint Task Force-Global Network Operations (JTF-GNO), Arlington, VA -- Directs the operation and defense of the Global Information Grid to assure timely and secure net-centric capabilities across strategic, operational, and tactical boundaries in support of DoD's full spectrum of warfighting, intelligence, and business missions.
USSTRATCOM Center for Combating Weapons of Mass Destruction (SCC-WMD), Fort Belvoir, VA -- Plans, advocates and advises the commander, USSTRATCOM on WMD-related matters. Provides recommendations to dissuade, deter and prevent the acquisition, development or use of WMD.
